投标人应具备的资格或业绩:（1）资格要求 Eligibility Requirements ★ A.★如果投标人为中国境内注册公司，投标人需具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).★如果投标人为中国境外注册公司，需提供有效的公司登记注册证明；If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.★投标人为 的，需具有合法有效的营业执照（境内注册）/公司登记注册证明（境外注册）和上级法人单位授权书（授权该 投标和签订合同），投标时需提供原件扫描件（原件备查）。

b）橇内(TS-X-3301/3302/3303)所有防爆电气设备及仪表部件防护等级满足IP56；防爆等级满足ExdII BT4。
c）在投标时需提供防爆证书和按中国强制性CCC认证强制性产品认证目录提供中国强制性CCC认证。
A)All explosion-proof electrical equipment and instrument components in the skid (TS-X-3301) shall meet Class I, Zone 1 and Group IIA hazardous area requirements; All explosion-proof electrical equipment and instrument components in the skid (TS-X-3302/3303) shall meet Class I, Zone 2, Group IIA hazardous area requirements.B)All explosion-proof electrical equipment and instrument components in the skid (TS-X-3301/3302/3303) shall have the protection grade of IP56 and the explosion-proof grade of ExdII BT4.C)Provide explosion-proof certificate and provide China Compulsory CCC Certification according to China Compulsory CCC Certification Catalogue at the time of bidding.（3）业绩要求Requirement for Bidder's Past Performance★: a）2016年1月1日至投标截止日（以合同签署时间为准），投标人应具有至少1个合同的航空燃油橇或直升机加油装置或移动式航煤加油橇的供货业绩（合同签订主体应为投标人）。
b）如投标人无法满足以上业绩要求，投标人满足以下两个条件之一的，可视同满足第a)条业绩条件（不受上述第a)条业绩要求的限制）：①所投产品在投标前获得中国海洋石油集团 及其分子公司或下属单位批准和中国海洋石油集团 备案的首次工程应用管理认定，提供签字盖章的《工程建设重大技术与产品首次应用管理认定通过通知书》证明文件（复印件）。
②已纳入中国海洋石油集团 三新三化清单且提供相应产品的供应商，视为满足本招标项目业绩要求。
A）Subject to the contract signing date, the bidder shall have at least one (1) supply performance record of aviation fuel skid, or helicopter refuelling system, or mobile aviation fuel refuelling skid from January 1, 2016 to the bid close date, and the contract shall be signed by the bidder itself.B） If the Bidder cannot meet the above performance requirements, the Bidder may be deemed to have met the performance conditions in Clause a) if it meets either of the following two conditions (and shall not be subject to the performance requirements in Clause a) above):① The products offered have, prior to bid submission, obtained the first engineering application management certification approved by China National Offshore Oil Corporation (CNOOC) and its subsidiaries or subordinate units, and filed with China National Offshore Oil Corporation (CNOOC), with supporting documents provided in the form of a signed and sealed "Notice of Approval for First Application Management of Major Engineering Technologies and Products" (photocopy).② For suppliers whose products have been included in the CNOOC "Three New and Three Standardization" (Sanxin Sanhua) List and who provide the corresponding products, their performance shall be deemed to meet the requirements of this tender project.投标人须按规定格式提交业绩表，并提交相关业绩证明文件。
业绩证明文件包括：1）合同；2）用户签字或盖章的到货验收材料（到货验收单或调试验收报告或其它可以证明合同项下货物已经到货验收的有效证明材料）。
The bidder shall submit the Performance Form in the specified format and provide the relevant performance certification documents.The performance certification documents include: 1) Contracts; 2) Goods arrival acceptance signed or stamped by the client (i.e. Arrival Acceptance Form, or, Commissioning Acceptance Report, or other valid certifications that can prove the goods under the contract have passed the arrival acceptance).投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、货物名称、用户签字或盖章的到货验收材料。
The performance certification documents submitted by the bidder must include at least the following contents: the contract signing date; the contract signature page (China domestic trade contracts shall be stamped by the buyer and the seller, while international trade contracts shall be signed or stamped by the buyer and the seller); the name of the goods; and the goods arrival acceptance signed or stamped by the client.若业绩合同为无固定总价协议，除提供协议外，还应提供相应的订单及与订单对应的到货验收材料，订单内容或编号应与协议相关联。
同一个协议下，提供1个或以上的订单及与订单对应的到货验收材料，均算为1个业绩。
If the performance contract is an agreement without a fixed lump-sum price, in addition to submitting the agreement itself, the bidder shall also provide the corresponding purchase orders and the delivery acceptance documents matching such orders. The content or number of each purchase order shall be correlated with the agreement. Under one single agreement, submission of one or more purchase orders together with their respective delivery acceptance documents shall be counted as one (1) performance record.未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均被视为无效业绩。
Failure to submit the past performance certification documents, or inability to confirm that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.
